China Mobile or China Unicom

You can get a China Mobile or China Unicom card with sim card for 100 rmb at the airport or in kiosks all over town. After you run out off minutes you can buy charges and dial them in easily, instructions in putonghua and yingwen, just follow the prompts. I spend about 300 rmb on credits and called all over China and back home for a couple a of weeks and still have credit left for when I return.

Japan uses a different system

Japan has a different cell phone standard than other countries in Asia (similar to Korea). If you don't want to buy one of the very expensive phones that will work anywhere, I suggest renting one in Japan.
China uses GSM, and as long as you have a tri-band phone, it will work in China. Still, I recommend either getting an international roaming plan (since calls from China are 2.00 a minute w/out one on T-Mobile) or getting an unlocked phone and a local sim card.
If you're only going to be in Japan for a week, I'd suggest a rental unless you're planning on going back. For China, an unlocked phone will be of help and will work in most other parts of the world too.
