You can get a China Mobile or China Unicom card with sim card for 100 rmb at the airport or in kiosks all over town. After you run out off minutes you can buy charges and dial them in easily, instructions in putonghua and yingwen, just follow the prompts. I spend about 300 rmb on credits and called all over China and back home for a couple a of weeks and still have credit left for when I return.

Try I got a phone delivered to my wife in eastern Guangdong w/ a China Mobile sim card and 150RMB airtime and an Hong Kong sim w/ the same amount of time for around $175. I got the basic Nokia, but they have other phones for more money. Delivered to her at the place is is working.
Or pick one up at the airport. They usually speak English there. I don't do it because our flights usually arrive early in the AM.
